Yes this is possible.

Home screen settings ＞ Others ＞ Options ＞ Request approval settings ＞ Request message requirement function: By changing to Do Not Apply, you can apply without entering the request message.

Note

The above settings are company-wide settings. It is not possible to apply to certain division and employee type or certain request type only.
